Rebuild the exe icon when icons/ changes

tauri-build only reruns for tauri.conf.json and capabilities/, so an incremental build after the new icons kept the old keyhole in the exe resource and the window icon. Clean builds were unaffected. Co-Authored-By: Claude Opus 5.5 <[email protected]>
